It varies depending on whether one has a linguistic, geographic, socio-cultural or historic standpoint. The five coastal states (Schleswig-Holstein, Mecklenburg-Vorpommern, Lower Saxony and the two city-states Hamburg and Bremen) are regularly referred to as Northern Germany.
