The United Nations Framework Convention on Climate Change (UNFCCC) established an international environmental treaty to combat "dangerous human interference with the climate system", in part by stabilizing greenhouse gas concentrations in the atmosphere. It was signed by 154 states at the United Nations Conference on Environment and Development (UNCED), informally known as the Earth Summit, held in Rio de Janeiro from 3 to 14 June 1992. It established a Secretariat headquartered in Bonn and entered into force on 21 March 1994. The treaty called for ongoing scientific research and regular meetings, negotiations, and future policy agreements designed to allow ecosystems to adapt naturally to climate change, to ensure that food production is not threatened and to enable economic development to proceed in a sustainable manner.

The Kyoto Protocol, which was signed in 1997 and ran from 2005 to 2020, was the first implementation of measures under the UNFCCC. The Kyoto Protocol was superseded by the Paris Agreement, which entered into force in 2016. As of 2020, the UNFCCC has 197 signatory parties. Its supreme decision-making body, the Conference of the Parties (COP), meets annually to assess progress in dealing with climate change.

The treaty established different responsibilities for three categories of signatory states. These categories are developed countries, developed countries with special financial responsibilities, and developing countries. The developed countries, also called Annex 1 countries, originally consisted of 38 states, 13 of which were Eastern European states in transition to democracy and market economies, and the European Union. All belong to the Organisation for Economic Co-operation and Development (OECD). Annex 1 countries are called upon to adopt national policies and take corresponding measures on the mitigation of climate change by limiting their anthropogenic emissions of greenhouse gases as well as to report on steps adopted with the aim of returning individually or jointly to their 1990 emissions levels. The developed countries with special financial responsibilities are also called Annex II countries. They include all of the Annex I countries with the exception of those in transition to democracy and market economies. Annex II countries are called upon to provide new and additional financial resources to meet the costs incurred by developing countries in complying with their obligation to produce national inventories of their emissions by sources and their removals by sinks for all greenhouse gases not controlled by the Montreal Protocol. The developing countries are then required to submit their inventories to the UNFCCC Secretariat. Because key signatory states are not adhering to their individual commitments, the UNFCCC has been criticized as being unsuccessful in reducing the emission of carbon dioxide since its adoption.

Queens Park Rangers Football Club, commonly abbreviated to QPR, is an English professional football club based in Shepherd's Bush, West London. The club currently competes in the EFL Championship, the second tier of English football. They were founded in 1886 after the merger of Christchurch Rangers and St Judes Institute, although their official founding date is 1882 which is when Christchurch Rangers were first formed. The New Cumberland Defense Depot is a United States Department of Defense military base located a short distance south of Harrisburg, Pennsylvania, in Fairview Township, York County. It is adjacent to the Capital City Airport and a short distance east of the Harrisburg West Shore interchange of the Pennsylvania Turnpike (Interstate 76, which forms the southern boundary of the base) with Interstate 83. Upstate New York is a geographic region consisting of the portion of New York State lying north of the New York City metropolitan area. Although the precise boundary is debated, Upstate New York excludes New York City and Long Island, and most definitions of the region exclude all or part of Westchester and Rockland counties. Major cities across Upstate New York from east to west include Albany, Utica, Binghamton, Syracuse, Rochester, and Buffalo.

Before the European colonization of the United States, Upstate New York was populated by several Native American tribes. It was home to the Iroquois Confederacy, an indigenous confederation of six tribes, known as the Six Nations. Henry Hudson made the first recorded European exploration of the region in 1609, and the Dutch erected Fort Orange (present-day Albany) in 1624, which was the first permanent settlement in New York. The region saw many battles during the American Revolutionary War, with the Iroquois split between supporters of the loyalists and supporters of the revolutionaries. After the war ended, the 1784 Treaty of Fort Stanwix kicked off a series of treaties and purchases that saw the Iroquois cede the vast majority of their land in Upstate New York to the newly-formed United States.

The 1825 opening of the Erie Canal across Upstate New York transformed the economy of the region and the state. The canal greatly eased the movement of goods from across the upper Midwest and the cities along the Great Lakes through Upstate New York and to the port of New York City. As a result, Upstate New York became a hotbed for manufacturing during the Second Industrial Revolution, giving birth to such firms as General Electric, IBM, Kodak, and Xerox. The rapid industrialization led to a large influx of immigrants seeking jobs at factories across the region. Since the mid-20th century, American de-industrialization has contributed to economic and population decline, and the region is largely considered part of the Rust Belt.

There are a wide variety of land uses in the region, including urban, suburban, forested preserve, and rural landscapes. Due to its vast areas of rural land, Upstate also supports a strong agricultural industry, and is notable for its dairy, maple syrup, and fruit production (especially apples), as well as winemaking. Upstate New York includes a number of notable waterways, with the Susquehanna, Allegheny, Delaware, and Hudson Rivers all originating in the region, and is bordered on its northern and western edges by the Saint Lawrence River and the Great Lakes.
