Policy and Legal Advocacy Centre (PLAC) is a Nigerian independent, non-profit and non-partisan civil society organisation that works to strengthen democratic governance, citizens’ participation and engagement with public institutions in Nigeria.

White nationalism is a type of nationalism or pan-nationalism which espouses the belief that white people are a race and seeks to develop and maintain a white racial and national identity. Many of its proponents identify with and are attached to the concept of a white nation, or a "white ethnostate".

Analysts describe white nationalism as overlapping with white supremacism and white separatism. White nationalism is sometimes described as a euphemism for, or subset of, white supremacism and the two have been used interchangeably by journalists and analysts. White separatism is the pursuit of a "white-only state" while supremacism is the belief that white people are superior to nonwhites and should dominate them, taking ideas from social Darwinism and Nazism. White nationalists generally avoid the term "supremacy" because it has negative connotations.

White nationalists say they seek to ensure the survival of the white race, and the cultures of historically white states. They hold that white people should maintain their majority in majority-white countries, maintain their political and economic dominance, and that their cultures should be foremost. Many white nationalists believe that miscegenation, multiculturalism, immigration of nonwhites and low birth rates among whites are threatening the white race, and some believe these things are being promoted as part of an attempted white genocide. Critics argue that the term "white nationalism" is simply a "rebranding" and ideas such as white pride exist solely to provide a sanitized public face for white supremacy, and that most white nationalist groups promote racial violence.

The September 11 attacks were a series of terrorist attacks by the Islamic terrorist group al-Qaeda against the United States on the morning of Tuesday, September 11, 2001, in which nearly 3,000 people were killed. Jokes based on the events have been made in print and other media since soon after the attacks took place.

A number of scholars have studied the ways in which humor has been used to deal with the trauma of the event, including researcher Bill Ellis who found that jokes about the attacks originating in the U.S. the day afterwards, and Giselinde Kuipers found jokes on Dutch websites a day later. Kuipers had collected around 850 online jokes about 9/11, Osama Bin Laden, and the Afghanistan war by 2005. A notable early public attempt at 9/11 humor was by Gilbert Gottfried just a few weeks after the attacks. During a comedy roast for Hugh Hefner at the Friars Club the crowd did not respond well to Gottfried's 9/11 gag. One audience member at the club yelled out "Too soon!", which has since become a common response to jokes told in the immediate wake of tragedies. Gottfried then improvised and performed "The Aristocrats" routine, which released a great deal of tension and got rousing applause from the crowd.

In contrast to these early jokes about 9/11, late-night comedy shows and humorous publications did not appear for several weeks following the attacks. The Onion, a satirical newspaper, cancelled the issue that had been scheduled to be released on September 11, 2001, and then returned to print with a special edition on September 26, 2001, which was devoted to the attacks. When the issue was released, the newspaper staff felt trepidation over making humor of such a tragic event. "Everyone thought this would be our last issue in print," according to one staff writer. Despite this expectation, The Onion staff was quickly inundated with comments from readers, the vast majority of which were positive. However, they self-censored the article titled "America Stronger Than Ever, Say Quadragon Officials."

One of the first 9/11 jokes was one told by Joan Rivers, a major American comedian, in London in 2002. The joke concerned the widows of fire fighters killed in the attacks, who Rivers said would be disappointed if their husbands had been found alive as they would be forced to return money they had received in compensation for their late spouses. The joke received condemnation from Harold Schaitberger, General President of the International Association of Fire Fighters.

Joint Implementation (JI) is one of three flexibility mechanisms set out in the Kyoto Protocol to help countries with binding greenhouse gas emissions targets (the Annex I countries) meet their treaty obligations. Under Article 6, any Annex I country can invest in a project to reduce greenhouse gas emissions in any other Annex I country (referred to as a "Joint Implementation Project") as an alternative to reducing emissions domestically. In this way countries can lower the costs of complying with their Kyoto targets by investing in projects where reducing emissions may be cheaper and applying the resulting Emission Reduction Units (ERUs) towards their commitment goal.

A JI project might involve, for example, replacing a coal-fired power plant with a more efficient combined heat and power plant. Most JI projects are expected to take place in the economies in transition (the EIT Parties) noted in Annex B of the Kyoto Protocol. Currently Russia and Ukraine are slated to host the greatest number of JI projects.

Unlike the case of the Clean Development Mechanism, the JI has caused less concern of spurious emission reductions, as the JI project, in contrast to the CDM project, takes place in a country which has a commitment to reduce emissions under the Kyoto Protocol.

The process of receiving credit for JI projects is somewhat complex. Emission reduction projects are awarded credits called Emission Reduction Units (ERUs), which represents an emission reduction equivalent to one tonne of CO2 equivalent. The ERUs come from the host country's pool of assigned emissions credits, known as Assigned Amount Units, or AAUs. Each Annex I party has a predetermined amount of AAUs, calculated on the basis of its 1990 greenhouse gas emission levels. By requiring JI credits to come from a host country's pool of AAUs, the Kyoto Protocol ensures that the total amount of emissions credits among Annex I parties does not change for the duration of the Kyoto Protocol's first commitment period.

A hospital is a health care institution providing patient treatment with specialized medical and nursing staff and medical equipment. The best-known type of hospital is the general hospital, which typically has an emergency department to treat urgent health problems ranging from fire and accident victims to a sudden illness.
