William Henry Harrison (February 9, 1773 – April 4, 1841) was an American military officer and politician who served in 1841 as the ninth president of the United States for a period of only 31 days. He became the first president to die in office and the shortest-serving U.S. president in history. His death sparked a brief constitutional crisis over the terms of presidential succession, as the U.S. Constitution was not then entirely clear regarding the process. Harrison was born in Charles City County, Virginia, a son of Founding Father Benjamin Harrison V. He was the last president born as a British subject in the Thirteen Colonies. He was the paternal grandfather of Benjamin Harrison, the 23rd president of the United States. During his early military career, Harrison participated in the 1794 Battle of Fallen Timbers, an American military victory that effectively ended the Northwest Indian War. Later, he led a military force against Tecumseh's confederacy at the Battle of Tippecanoe in 1811, where he earned the nickname "Old Tippecanoe." He was promoted to major general in the Army during the War of 1812, and in 1813 led American infantry and cavalry to victory at the Battle of the Thames in Upper Canada. Harrison began his political career in 1798, when he was appointed Secretary of the Northwest Territory, and in 1799 he was elected as the territory's delegate in the U.S. House of Representatives. Two years later, he became governor of the newly established Indiana Territory, a post he held until 1812. After the War of 1812, he moved to Ohio where he was elected to represent the state's 1st district in the U.S. House in 1816. In 1824, he was elected to the U.S. Senate; his term was truncated by his appointment as Minister Plenipotentiary to Gran Colombia in May 1828. Afterward, he returned to private life in North Bend, Ohio until he was nominated as the Whig Party candidate for president in the 1836 election; he was defeated by Democratic vice president Martin Van Buren. Four years later, the party nominated him again with John Tyler as his running mate, and the Whig campaign slogan was "Tippecanoe and Tyler Too." They defeated Van Buren in the 1840 United States presidential election, making Harrison the first Whig (and one of only two, the other being Zachary Taylor) to win the presidency. Harrison was the oldest person to assume the U.S. presidency until modern times, beginning with Ronald Reagan. The history of Chinese Americans or the history of ethnic Chinese in the United States includes three major waves of Chinese immigration to the United States, beginning in the 19th century. Chinese immigrants in the 19th century worked as laborers, particularly on transcontinental railroads such as the Central Pacific Railroad. They came not only for the gold rush in California, but were also hired to help build the First Transcontinental Railroad. They also worked as laborers in mining and suffered racial discrimination at every level of society. Industrial employers were eager for this new and cheap labor. This resulted in many white people losing their jobs and were stirred to anger by the "yellow peril." Despite provisions for equal treatment of Chinese immigrants in the 1868 Burlingame Treaty, political and labor organizations rallied against immigrants of what they regarded as a degraded race and "cheap Chinese labor." Newspapers condemned employers, and even church leaders denounced the arrival of these aliens into what was regarded as a land for whites only. So hostile was the opposition that in 1882 the United States Congress passed the Chinese Exclusion Act prohibiting immigration from China for the following ten years. This law was then extended by the Geary Act in 1892. The Chinese Exclusion Act is seen by some as the only U.S. law ever to prevent immigration and naturalization on the basis of race. These laws not only prevented new immigration but also the reunion of the families of thousands of Chinese men already living in the United States who had left China without their wives and children. Anti-miscegenation laws in many Western states also prohibited the Chinese men from marrying white women. As a result of the law imposed on Chinese men, and with very few Chinese women available, many Chinese American males either had to cohabit secretly with white women or marry African American women instead. For example, the tenth U.S. Census of Louisiana alone showed 57% Chinese-American men were married to African-American women, and 43% to European-American women. In 1924 the law barred further entries of Chinese. Those already in the United States had been ineligible for citizenship since the previous year. Also by 1924, all Asian immigrants (except people from the Philippines, which had been annexed by the United States in 1898) were utterly excluded by law, denied citizenship and naturalization, and prevented from owning land. In many Western states, Asian immigrants were even prevented from marrying Caucasians. Only since the 1940s, when the United States and China became allies during World War II, did the situation for Chinese Americans begin to improve, as restrictions on entry into the country, naturalization, and mixed marriage were lessened. In 1943, Chinese immigration to the United States was once again permitted—by way of the Magnuson Act—thereby repealing 61 years of official racial discrimination against the Chinese. Large-scale Chinese immigration did not occur until 1965 when the Immigration and Nationality Act of 1965 lifted national origin quotas. After World War II, anti-Asian prejudice began to decrease, and Chinese immigrants, along with other Asians (such as Japanese, Koreans, Indians and Vietnamese), have adapted and advanced. Currently, the Chinese constitute the largest ethnic group of Asian Americans (about 22%), and have confounded earlier expectations that they would form an indigestible mass in American society. For example, many Chinese Americans of American birth may know little or nothing about traditional Chinese culture, just as European Americans and African Americans may know little or nothing about the original cultures of their ancestors. As of the 2010 United States Census, there are more than 3.3 million Chinese in the United States, about 1% of the total population. Unlike FPNs, civil penalties have an assumption of "guilty until proven innocent" with a burden being placed on the individual to appeal the fine. Civil penalties can be issued for property violations, tax code violations or illegal employment. The appeal processes tend to operate through tribunals.
