The Hong Kong Police Force (HKPF) is the primary law enforcement, investigation agency, and largest disciplined service under the Security Bureau of Hong Kong. It was established by the British Hong Kong government on 1 May 1844. The 'Royal' title was bestowed upon the HKPF for its efforts in quelling communist riots in 1967. The Royal Hong Kong Police Force (RHKP) reverted to its former name after the transfer of sovereignty of Hong Kong from the United Kingdom to People's Republic of China in 1997.

Pursuant to the one country, two systems principle, HKPF is officially independent of the jurisdiction of the Ministry of Public Security of the People's Republic of China, which under usual circumstances may not interfere with Hong Kong's local law enforcement affairs. All HKPF officers are employed as civil servants and hence required to swear allegiance to the Hong Kong Basic Law.

The HKPF consists of some 34,000 officers, including the Hong Kong Auxiliary Police Force, civil servants, and its Marine Region (3,000 officers and 143 vessels as of 2009).

A strategic lawsuit against public participation (SLAPP), SLAPP suit, or intimidation lawsuit is intended to censor, intimidate, and silence critics by burdening them with the cost of a legal defense until they abandon their criticism or opposition.

In the typical SLAPP, the plaintiff does not normally expect to win the lawsuit. The plaintiff's goals are accomplished if the defendant succumbs to fear, intimidation, mounting legal costs, or simple exhaustion and abandons the criticism. In some cases, repeated frivolous litigation against a defendant may raise the cost of directors and officers liability insurance for that party, interfering with an organization's ability to operate. A SLAPP may also intimidate others from participating in the debate. A SLAPP is often preceded by a legal threat. SLAPPs bring about freedom of speech concerns due to their chilling effect and are often difficult to filter out and penalize because the plaintiffs attempt to obfuscate their intent to censor, intimidate, or silence their critics.

To protect freedom of speech some jurisdictions have passed anti-SLAPP laws (often called SLAPP-back laws). These laws often function by allowing a defendant to file a motion to strike and/or dismiss on the grounds that the case involves protected speech on a matter of public concern. The plaintiff then bears the burden of showing a probability that they will prevail. If the plaintiffs fail to meet their burden their claim is dismissed and the plaintiffs may be required to pay a penalty for bringing the case.

Anti-SLAPP laws occasionally come under criticism from those who believe that there should not be barriers to the right to petition for those who sincerely believe they have been wronged, regardless of ulterior motives. Hence, the difficulty in drafting SLAPP legislation, and in applying it, is to craft an approach which affords an early termination to invalid, abusive suits, without denying a legitimate day in court to valid good faith claims. Anti-SLAPP laws are generally considered to have a favorable effect, and many lawyers have fought to enact stronger laws protecting against SLAPPs.

The Willamette National Forest is a National Forest located in the central portion of the Cascade Range of the U.S. state of Oregon.It comprises 1,678,031 acres (6,790.75 km2). Over 380,000 acres (694 mi2, 1,540 km2) are designated wilderness which include seven major mountain peaks. There are also several National Wild and Scenic Rivers within the forest. The forest is named for the Willamette River, which has its headwaters in the forest. The forest headquarters are located in the city of Springfield. There are local ranger district offices in McKenzie Bridge, Detroit, Sweet Home, and Westfir.

The forest is famous for being at the center of the controversy between the logging industry and the endangered species status of the northern spotted owl. Environmentalists maintain that the forest was aggressively clear-cut for many years threatening a federally listed endangered species. The timber industry contends that the forest can simultaneously provide lumber jobs and wildlife habitat. Since April 1994, the forest is governed by the Northwest Forest Plan, which restricts, but does not eliminate, logging in potential spotted owl habitat.

The forest stretches for over 100 miles (160 km) along the western slopes of the Cascade Range in Western Oregon. It extends from the Mount Jefferson area east of Salem to the Calapooya Ridge which divides the watersheds of the Willamette and Umpqua rivers. Most of the forest (about 61%) is located in Lane County, but there are large areas in Linn, Marion, and Douglas counties, as well as much smaller areas in Clackamas and Jefferson counties.
