Answer» What is Criminal Investigation Department mean? The Criminal Investigation Department (CID) is the branch of a police force to which most plainclothes detectives belong in the United Kingdom and many Commonwealth nations. A force's CID is distinct from its Special Branch (though officers of both are entitled to the rank prefix "Detective"). The Metropolitan Police set up a detective branch with eight plainclothes detectives in 1842, thirteen years after it was established in 1829. Detective units were established in the City of London Police and in other major cities and towns from the mid-nineteenth century onwards. On 8 April 1878 C. E. Howard Vincent re-formed the Metropolitan Police Detective Branch into the CID. Originally, Vincent's CID was under the direct command of the Home Secretary, but since 1888 it has reported to the Commissioner of Police. British colonial police forces all over the world adopted the terminology developed in the UK in the 19th and early 20th centuries, and later the police forces of those countries often retained it after independence. English-language media often use "CID" as a translation to refer to comparable organisations in other countries. reference

Answer» What is Post Office mean? A post office is a public facility that provides mail services, such as accepting letters and parcels, providing post office boxes, and selling postage stamps, packaging, and stationery. Post offices may offer additional services, which vary by country. These include providing and accepting government forms (such as passport applications), and processing government services and fees (such as road tax, postal savings, or bank fees). The chief administrator of a post office is called a postmaster. Before the advent of postal codes and the post office, postal systems would route items to a specific post office for receipt or delivery. During the 19th century in the United States, this often led to smaller communities being renamed after their post offices, particularly after the Post Office Department began to require that post office names not be duplicated within a state. reference

PPP meaning in Indian Government ? |
||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
|
Answer» What is Public Private Partnerships mean? A public–private partnership (PPP, 3P, or P3) is an arrangement between two or more public and private sectors of a long-term nature. Typically, it involves private capital financing government projects and services up-front, and then drawing profits from taxpayers and/or users over the course of the PPP contract. Public–private partnerships have been implemented in multiple countries and are primarily used for infrastructure projects. They have been used for building, equipping, operating and maintaining schools, hospitals, transport systems, and water and sewerage systems. Cooperation between private actors, corporations and governments has existed since the inception of sovereign states, notably for the purpose of tax collection and colonization. However, contemporary "public-private partnerships" came into being around the end of the 20th century. They were associated with neoliberal policies to increase the private sector's involvement in public administration. Originally, they were seen by governments around the world as a method of financing new or refurbished public-sector assets outside their balance sheet. At the dawn of the millenium, this vision of PPPs came under heavy criticism as taxpayers or users still had to pay for those PPP projects, with high interest. PPPs initiated after 2010 are generally included in the public balance sheet. PPPs continue to be highly controversial as a funding tools, largely over concerns that public return on investment is lower than returns for the private funder. PPPs are closely related to concepts such as privatization and the contracting out of government services. The lack of a shared understanding of what a PPP is and the secrecy surrounding their financial details makes the process of evaluating whether PPPs have been successful, complex. P3 advocates highlight the sharing of risk and the development of innovation, while critics decry their higher costs and issues of accountability. Evidence of PPP performance in terms of value for money and efficiency, for example, is mixed and often unavailable. reference

Answer» What is Finance Minister mean? A finance minister is an executive or cabinet position in charge of one or more of government finances, economic policy and financial regulation. A finance minister's portfolio has a large variety of names across the world, such as "treasury", "finance", "financial affairs", "economy" or "economic affairs". The position of the finance minister might be named for this portfolio, but it may also have some other name, like "Treasurer" or, in the United Kingdom, "Chancellor of the Exchequer". The duties of a finance minister differ between countries. Typically, they encompass one or more of government finance, fiscal policy, and financial regulation, but there are significant differences between countries: in some countries the finance minister might also have oversight of monetary policy (while in other countries that is the responsibility of an independent central bank);in some countries the finance minister might be assisted by one or more other ministers (some supported by a separate government department) with respect to fiscal policy or budget formation;in many countries there is a separate portfolio for general economic policy in the form of a ministry of "economic affairs" or "national economy" or "commerce";in many countries financial regulation is handled by a separate agency, which might be overseen by the finance ministry or some other government body.Finance ministers are also often found in governments of federated states or provinces of a federal country. In these cases their powers may be substantially limited by superior legislative or fiscal policy, notably the control of taxation, spending, currency, inter-bank interest rates and the money supply. The powers of a finance minister vary between governments. In the United Kingdom and Australia, the finance minister (called the "Chancellor of the Exchequer" and the "Treasurer" respectively) is in practice viewed as the most important cabinet post after the Prime Minister. In the United States, the finance minister is called the "Secretary of the Treasury", though there is a separate and subordinate Treasurer of the United States, and it is the director of the Office of Management and Budget who drafts the budget. In the United Kingdom, the equivalent of the finance minister is the Chancellor of the Exchequer. Due to a quirk of history, the Chancellor of the Exchequer is also styled Second Lord of the Treasury with the Prime Minister also holding the historic position of First Lord of the Treasury. This signals the Prime Minister's seniority and superior responsibility over the Treasury. In Hong Kong the finance minister is called the Financial Secretary, though there is a Secretary for the Treasury subordinate to him. In Australia, the senior minister is the Treasurer, although there is a Minister for Finance who is more junior and, as of 2018, heads a separate portfolio of Finance and the Public Service. Finance ministers can be unpopular if they must raise taxes or cut spending. Finance ministers whose key decisions had directly benefited both the performance and perception of their country’s economic and financial achievements are recognised by the annual Euromoney Finance Minister of the Year award. reference

FIR meaning in Indian Government ? |

A first information report (FIR) is a document prepared by police organisations in South Asian and Southeast Asian countries including Myanmar, India, Bangladesh, and Pakistan when they receive information about the commission of a cognizable offence, or in Singapore when the police receive information about any criminal offence. It generally stems from a complaint lodged with the police by the victim of a cognizable offence or by someone on his or her behalf, but anyone can make such a report either orally or in writing to the police, so it is necessary to know about cognizable offences. These are serious criminal offences that pose an immediate danger to society such as murder, rape, or robbery. For a non-cognisable offence an entry in a community service register or in the station diary is made. Each FIR is important as it sets the process of criminal justice in motion. It is only after the FIR is registered in the police station that the police take up investigation of most types of cases. Anyone who knows about the commission of a cognisable offence, including police officers, can file an FIR. As described in law: When information about the commission of a cognisable offence is given orally, the police must write it down.The complainant or supplier of the information has a right to demand that the information recorded by the police be read to him or her.Once the information has been recorded by the police, it must be signed by the person giving the information.The complainant can get a free copy of an FIR.An FIR includes the date, time, place, incident details, and a description of the person(s) involved. reference

Answer» What is Unique Identification Authority of India mean? Aadhaar (English: foundation or base) is a 12-digit unique identity number that can be obtained voluntarily by citizens of India, non-residents passport holders of India and resident foreign nationals who have spent over 182 days in twelve months immediately preceding the date of application for enrolment, based on their biometric and demographic data. The data is collected by the Unique Identification Authority of India (UIDAI), a statutory authority established in January 2009 by the government of India, under the jurisdiction of the Ministry of Electronics and Information Technology, following the provisions of the Aadhaar (Targeted Delivery of Financial and other Subsidies, benefits and services) Act, 2016. Aadhaar is the world's largest biometric ID system. World Bank Chief Economist Paul Romer described Aadhaar as "the most sophisticated ID programme in the world". Considered a proof of residence and not a proof of citizenship, Aadhaar does not itself grant any rights to domicile in India. In June 2017, the Home Ministry clarified that Aadhaar is not a valid identification document for Indians travelling to Nepal and Bhutan. Prior to the enactment of the Act, the UIDAI had functioned, since 28 January 2009, as an attached office of the Planning Commission (now NITI Aayog). On 3 March 2016 a money bill was introduced in the Parliament to give legislative backing to Aadhaar. On 11 March 2016 the Aadhaar (Targeted Delivery of Financial and other Subsidies, benefits and services) Act, 2016, was passed in the Lok Sabha. Aadhaar is the subject of several rulings by the Supreme Court of India. On 23 September 2013 the Supreme Court issued an interim order saying that "no person should suffer for not getting Aadhaar", adding that the government cannot deny a service to a resident who does not possess Aadhaar, as it is voluntary and not mandatory. The court also limited the scope of the program and reaffirmed the voluntary nature of the identity number in other rulings. On 24 August 2017 the Indian Supreme Court delivered a landmark verdict affirming the right to privacy as a fundamental right, overruling previous judgments on the issue.A five-judge constitutional bench of the Supreme Court heard various cases relating to the validity of Aadhaar on various grounds including privacy, surveillance, and exclusion from welfare benefits. On 9 January 2017 the five-judge Constitution bench of the Supreme Court of India reserved its judgement on the interim relief sought by petitions to extend the deadline making Aadhaar mandatory for everything from bank accounts to mobile services. The final hearing began on 17 January 2018. In September 2018, the top court upheld the validity of the Aadhaar system. In the September 2018 judgment, the Supreme Court nevertheless stipulated that the Aadhaar card is not mandatory for opening bank accounts, getting a mobile number, or being admitted to a school. Some civil liberty groups such as the Citizens Forum for Civil Liberties and the Indian Social Action Forum (INSAF) have also opposed the project over privacy concerns. Despite the validity of Aadhaar being challenged in the court, the central government has pushed citizens to link their Aadhaar numbers with a host of services, including mobile sim cards, bank accounts, the Employees' Provident Fund Organisation, and a large number of welfare schemes including but not limited to the Mahatma Gandhi National Rural Employment Guarantee Act, the Public Distribution System, and old age pensions. In 2017 reports suggested that HIV patients were being forced to discontinue treatment for fear of identity breach as access to the treatment has become contingent on producing Aadhaar. reference |

GAAR was finally introduced in India by then Finance Minister, Pranab Mukherjee, on 16 March 2012 during the Budget session introduced vide Finance Act, 2012. Answer» What is Prime Minister mean? A prime minister is the head of the cabinet and the leader of the ministers in the executive branch of government, often in a parliamentary or semi-presidential system. Under those systems, a prime minister is not the head of state of their respective state nor a monarch; rather the prime minister is the head of government, serving typically under a monarch in a hybrid of aristocratic and democratic government forms or a president in a republican form of government. In parliamentary systems fashioned after the Westminster system, the prime minister is the presiding and actual head of government and head of the executive branch. In such systems, the head of state or their official representative (e.g., monarch, president, governor-general) usually holds a largely ceremonial position, although often with reserve powers. Under some presidential systems, such as South Korea and Peru, the prime minister is not the head of government; rather, he or she is only the leader or most senior member of the cabinet. In many systems, the prime minister selects and may dismiss other members of the cabinet, and allocates posts to members within the government. In most systems, the prime minister is the presiding member and chairman of the cabinet. In a minority of systems, notably in semi-presidential systems of government, a prime minister is the official who is appointed to manage the civil service and execute the directives of the head of state. Today, the prime minister is often, but not always, a member of the Legislature or the Lower House thereof and is expected with other ministers to ensure the passage of bills through the legislature. In some monarchies the monarchy may also exercise executive powers (known as the royal prerogative) that are constitutionally vested in the crown and may be exercised without the approval of parliament. As well as being head of government, being prime minister may require holding other roles or posts—the Prime Minister of the United Kingdom, for example, is also First Lord of the Treasury and Minister for the Civil Service. In some cases, prime ministers may choose to hold additional ministerial posts (e.g. when its portfolio is critical to that government's mandate at the time): during the Second World War, Winston Churchill was also Minister of Defence (although there was then no Ministry of Defence at the time). Another example is the Thirty-fourth government of Israel (2015-2019), when Benjamin Netanyahu at one point served as the Prime Minister and those of Communications, Foreign Affairs, Regional Cooperation, Economy, Defense and Interior. reference
