The coordination of time and frequency transmissions around the world began on 1 January 1960. UTC was first officially adopted as CCIR Recommendation 374, Standard-Frequency and Time-Signal Emissions, in 1963, but the official abbreviation of UTC and the official English name of Coordinated Universal Time (along with the French equivalent) were not adopted until 1967. The system has been adjusted several times, including a brief period during which the time-coordination radio signals broadcast both UTC and "Stepped Atomic Time (SAT)" before a new UTC was adopted in 1970 and implemented in 1972. This change also adopted leap seconds to simplify future adjustments. This CCIR Recommendation 460 "stated that (a) carrier frequencies and time intervals should be maintained constant and should correspond to the definition of the SI second; (b) step adjustments, when necessary, should be exactly 1 s to maintain approximate agreement with Universal Time (UT); and (c) standard signals should contain information on the difference between UTC and UT." A number of proposals have been made to replace UTC with a new system that would eliminate leap seconds. A decision whether to remove them altogether has been deferred until 2023. The current version of UTC is defined by International Telecommunication Union Recommendation (ITU-R TF.460-6), Standard-frequency and time-signal emissions, and is based on International Atomic Time (TAI) with leap seconds added at irregular intervals to compensate for the accumulated difference between TAI and time measured by Earth's rotation. Although its short key length of 56 bits makes it too insecure for applications, it has been highly influential in the advancement of cryptography. Controversies arose from classified design elements, a relatively short key length of the symmetric-key block cipher design, and the involvement of the NSA, raising suspicions about a backdoor. The S-boxes that had prompted those suspicions were designed by the NSA to remove a backdoor they secretly knew (differential cryptanalysis). However, the NSA also ensured that the key size was drastically reduced so that they could break the cipher by brute force attack. The intense academic scrutiny the algorithm received over time led to the modern understanding of block ciphers and their cryptanalysis. DES is insecure due to the relatively short 56-bit key size. In January 1999, distributed.net and the Electronic Frontier Foundation collaborated to publicly break a DES key in 22 hours and 15 minutes (see chronology). Supercomputers play an important role in the field of computational science, and are used for a wide range of computationally intensive tasks in various fields, including quantum mechanics, weather forecasting, climate research, oil and gas exploration, molecular modeling (computing the structures and properties of chemical compounds, biological macromolecules, polymers, and crystals), and physical simulations (such as simulations of the early moments of the universe, airplane and spacecraft aerodynamics, the detonation of nuclear weapons, and nuclear fusion). Supercomputers were introduced in the 1960s, and for several decades the fastest were made by Seymour Cray at Control Data Corporation (CDC), Cray Research and subsequent companies bearing his name or monogram. The first such machines were highly tuned conventional designs that ran more quickly than their more general-purpose contemporaries. Through the decade, increasing amounts of parallelism were added, with one to four processors being typical. In the 1970s, vector processors operating on large arrays of data came to dominate. A notable example is the highly successful Cray-1 of 1976. Vector computers remained the dominant design into the 1990s. From then until today, massively parallel supercomputers with tens of thousands of off-the-shelf processors became the norm. The US has long been the leader in the supercomputer field, first through Cray's almost uninterrupted dominance of the field, and later through a variety of technology companies.
